Uh, What?

I may be misunderstanding here, but is anybody else really confused by this statement from Hillary Clinton in reference to the “negotiate with the insurgency” move?

“The starting premise is you don’t make peace with your friends,” Clinton said at the London conference. “You have to be willing to engage with your enemies if you want to create a situation that ends the insurgency.”

Ah, I see.  You don’t make peace with your friends.  Besides the obvious snag that the statement doesn’t really make any logical sense, I honestly have no idea what she’s talking about.  By “your friends”, she presumably means the Afghani forces, which means that she’s uninterested in making peace with Karzai and the Afghani government.  Whatever the merits of negotiating with the Taliban are, I don’t think “not making peace” with what are supposed to be the good guys is a good idea.

Again, I could have this wrong because the statement is essentially alphabet soup—it would be nice to hear a politician explain himself clearly for once.
